If a liquid solute is dissolved in a liquid solvent, for example, then a volume/volume percent might best describe the solution. A solid solute dissolved in a liquid solvent, meanwhile, would ideally be described in terms of mass/volume percent. But if the mass of the solvent is of interest, then the calculation that should be performed to describe the concentration is moles/kilogram, called molality.
